JCSE was established in about 1995 in response to dissatisfaction with the high cost of the conventional publication process to the scientific community whether in the form of charges to buy or read journals or page charges to authors coupled with the possibilities for cost reduction offered by electronic publication over the Internet.Thus the mission of JCSE is to provide an electroniconly journal that is free of charge for both authors and readers.
